Cyber-Physical Systems (CPSs) play an increasingly significant role in many critical applications. These valuable applications attract various sophisticated attacks. This paper considers a stealthy estimation attack, which aims to modify the state estimation of the CPSs. The intelligent attackers can learn defense strategies and use clandestine attack strategies to avoid detection. To address the issue, we design a Chi-square detector in a Digital Twin (DT), which is an online digital model of the physical system. We use a Signaling Game with Evidence (SGE) to find the optimal attack and defense strategies. Our analytical results show that the proposed defense strategies can mitigate the impact of the attack on the physical estimation and guarantee the stability of the CPSs. Finally, we use an illustrative application to evaluate the performance of the proposed framework.

The growing number of attacks against cyber-physical systems in recent years elevates the concern for cybersecurity of industrial control systems (ICSs). The current efforts of ICS cybersecurity are mainly based on firewalls, data diodes, and other methods of intrusion prevention, which may not be sufficient for growing cyber threats from motivated attackers. To enhance the cybersecurity of ICS, a cyber-attack detection system built on the concept of defense-in-depth is developed utilizing network traffic data, host system data, and measured process parameters. This attack detection system provides multiple-layer defense in order to gain the defenders precious time before unrecoverable consequences occur in the physical system. The data used for demonstrating the proposed detection system are from a real-time ICS testbed. Five attacks, including man in the middle (MITM), denial of service (DoS), data exfiltration, data tampering, and false data injection, are carried out to simulate the consequences of cyber attack and generate data for building data-driven detection models. Four classical classification models based on network data and host system data are studied, including k-nearest neighbor (KNN), decision tree, bootstrap aggregating (bagging), and random forest (RF), to provide a secondary line of defense of cyber-attack detection in the event that the intrusion prevention layer fails. Intrusion detection results suggest that KNN, bagging, and RF have low missed alarm and false alarm rates for MITM and DoS attacks, providing accurate and reliable detection of these cyber attacks. Cyber attacks that may not be detectable by monitoring network and host system data, such as command tampering and false data injection attacks by an insider, are monitored for by traditional process monitoring protocols. In the proposed detection system, an auto-associative kernel regression model is studied to strengthen early attack detection. The result shows that this approach detects physically impactful cyber attacks before significant consequences occur. The proposed multiple-layer data-driven cyber-attack detection system utilizing network, system, and process data is a promising solution for safeguarding an ICS.

This paper proposes a game-theoretic approach to analyze the interactions between an attacker and a defender in a cyber-physical system (CPS) and develops effective defense strategies. In a CPS, the attacker launches cyber attacks on a number of nodes in the cyber layer, trying to maximize the potential damage to the underlying physical system while the system operator seeks to defend several nodes in the cyber layer to minimize the physical damage. Given that CPS attacking and defending is often a continual process, a zero-sum Markov game is proposed in this paper to model these interactions subject to underlying uncertainties of real-world events and actions. A novel model is also proposed in this paper to characterize the interdependence between the cyber layer and the physical layer in a CPS and quantify the impact of the cyber attack on the physical damage in the proposed game. To find the Nash equilibrium of the Markov game, we design an efficient algorithm based on value iteration. The proposed general approach is then applied to study the wide-area monitoring and protection issue in smart grid. Extensive simulations are conducted based on real-world data, and results show the effectiveness of the defending strategies derived from the proposed approach.

Cyber systems play a critical role in improving the efficiency and reliability of power system operation and ensuring the system remains within safe operating margins. An adversary can inflict severe damage to the underlying physical system by compromising the control and monitoring applications facilitated by the cyber layer. Protection of critical assets from electronic threats has traditionally been done through conventional cyber security measures that involve host-based and network-based security technologies. However, it has been recognized that highly skilled attacks can bypass these security mechanisms to disrupt the smooth operation of control systems. There is a growing need for cyber-attack-resilient control techniques that look beyond traditional cyber defense mechanisms to detect highly skilled attacks. In this paper, we make the following contributions. We first demonstrate the impact of data integrity attacks on Automatic Generation Control (AGC) on power system frequency and electricity market operation. We propose a general framework to the application of attack resilient control to power systems as a composition of smart attack detection and mitigation. Finally, we develop a model-based anomaly detection and attack mitigation algorithm for AGC. We evaluate the detection capability of the proposed anomaly detection algorithm through simulation studies. Our results show that the algorithm is capable of detecting scaling and ramp attacks with low false positive and negative rates. The proposed model-based mitigation algorithm is also efficient in maintaining system frequency within acceptable limits during the attack period.
