With the increasing number of catastrophic weather events and resulting disruption in the energy supply to essential loads, the distribution grid operators’ focus has shifted from reliability to resiliency against high impact, low-frequency events. Given the enhanced automation to enable the smarter grid, there are several assets/resources at the disposal of electric utilities to enhances resiliency. However, with a lack of comprehensive resilience tools for informed operational decisions and planning, utilities face a challenge in investing and prioritizing operational control actions for resiliency. The distribution system resilience is also highly dependent on system attributes, including network, control, generating resources, location of loads and resources, as well as the progression of an extreme event. In this work, we present a novel multi-stage resilience measure called the Anticipate-Withstand-Recover (AWR) metrics. The AWR metrics are based on integrating relevant ‘system characteristics based factors’, before, during, and after the extreme event. The developed methodology utilizes a pragmatic and flexible approach by adopting concepts from the national emergency preparedness paradigm, proactive and reactive controls of grid assets, graph theory with system and component constraints, and multi-criteria decision-making process. The proposed metrics are applied to provide decision support for a) the operational resilience and b) planning investments, and validated for a real system in Alaska during the entirety of the event progression.
Momentum towards realization of smart grid will continue to result in high penetration of renewable fed Distributed Energy Resources (DERs) in the Electric Power System (EPS). The drive towards resiliency will enable a modular topology where several microgrids are tied to-gather, operating synchronously to form the future EPS. These microgrids may very well evolve to be fed by 100% Inverter Based Resources (IBRs), and required to operate reliably in both grid-connected and islanded modes. Since microgrids will evolve from existing distribution feeders, they will be unbalanced in terms of load, phases, and feeder-impedances. Protection and control of such microgrids, spanning over grid-connected mode, islanded mode, and transition mode need urgent attention. This paper focuses on the control aspect to facilitate stable operation and power sharing under these modes. A detailed EMTP model of a testbed using the IEEE 13-bus system is created in PSCAD, involving multiple inverters. Control strategy, modes, and implementation of inverter controls are described, and results showing stable operation and power sharing in all modes are presented.
The contemporary power distribution system is facing an increase in extreme weather events, cybersecurity threats and even physical threats such as terrorism. Therefore there is a growing interest towards resiliency estimation and improvement. In this paper the resiliency enhancement strategy by means of Distributed Energy Resources and Automated Switches is presented. Resiliency scores are calculated using Analytical Hierarchy Process. The developed algorithm was validated on the modified IEEE 123 node system. It provides the most resiliency feasible network that satisfies the primary goal of serving the critical loads.
The target of security protection of the power distribution automation system (the distribution system for short) is to ensure the security of communication between the distribution terminal (terminal for short) and the distribution master station (master system for short). The encryption and authentication gateway (VPN gateway for short) for distribution system enhances the network layer communication security between the terminal and the VPN gateway. The distribution application layer encryption authentication device (master cipher machine for short) ensures the confidentiality and integrity of data transmission in application layer, and realizes the identity authentication between the master station and the terminal. All these measures are used to prevent malicious damage and attack to the master system by forging terminal identity, replay attack and other illegal operations, in order to prevent the resulting distribution network system accidents. Based on the security protection scheme of the power distribution automation system, this paper carries out the development of multi-chip encapsulation, develops IPSec Protocols software within the security chip, and realizes dual encryption and authentication function in IP layer and application layer supporting the national cryptographic algorithm.
