Protecting the Future
In the last three decades, cyberspace has evolved into a domain of conflict where security and order are challenged. New and rapidly transforming technologies, divergent policies, an expanding environment, and the struggle for balance between privacy and security, are part of this landscape. As a result, the future state of cyberspace depends highly on efforts and initiatives to reduce its uncertainty and fortify its networks.
The 1st International Conference on Cyber Conflict in the U.S. (CyCon U.S.), akin to the CyCon conferences held in Tallinn, Estonia, facilitates information exchange across the cyber community among government officials, academia, and industry from around the world. The conference promotes security initiatives and furthers common knowledge on cyber threats and opportunities to address them. CyCon U.S. is a collaborative effort by the Army Cyber Institute at the United States Military Academy and the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, Estonia.
In order to shape an agenda for moving forward, there are critical questions that must be addressed. What are the systems, processes, and organizational features that must be developed now to fortify our defense and ensure future success? How does one best grow or cultivate the future cyber workforce to face these future challenges? What can be done at the international level to strengthen strategic defenses and safeguard society's mutual interests? Is there a solution that can enable a favorable outcome or even guarantee a realistic expectation of protection for networks? What policies and techniques can create incentives for and facilitate cooperation toward protecting everyone at all levels in cyberspace? These are questions that will be addressed during the first edition of CyCon U.S.
This call for papers seeks the technical, legal, political, military, and economic positions related to the following topics:

Publication
Authors are asked to submit original and unpublished papers (up to 6000 words, including footnotes and references). If the paper is accepted for publication in the conference proceedings, the authors will be invited to present their research at the conference.
