The penalization of the objective function due to energy deficits is a key element for determining the operational policy of hydroelectric reservoirs. Its definition impacts not only operations, but also system expansion. Brazil historically defined these penalties with basis on a proxy of the economic deficit cost, a value in \$/MWh obtained with aid of the Input-Output Matrix. We propose an approach where these penalties are obtained in order to minimize the operation cost and cost of rationing of the system, considering a criterion of security of supply. A case study with data from the Brazilian System illustrates its application.

The e-government concept and healthcare have usually been studied separately. Even when and where both e-government and healthcare systems were combined in a study, the roles of e-government in healthcare have not been examined. As a result., the complementarity of the systems poses potential challenges. The interpretive approach was applied in this study. Existing materials in the areas of healthcare and e-government were used as data from a qualitative method viewpoint. Dimension of change from the perspective of the structuration theory was employed to guide the data analysis. From the analysis., six factors were found to be the main roles of e-government in the implementation and application of e-health in the delivering of healthcare services. An understanding of the roles of e-government promotes complementarity., which enhances the healthcare service delivery to the community.

In today's interconnected world, universities recognize the importance of protecting their information assets from internal and external threats. Being the possible insider threats to Information Security, employees are often coined as the weakest link. Both employees and organizations should be aware of this raising challenge. Understanding staff perception of compliance behaviour is critical for universities wanting to leverage their staff capabilities to mitigate Information Security risks. Therefore, this research seeks to get insights into staff perception based on factors adopted from several theories by using proposed constructs i.e. "perceived" practices/policies and "perceived" intention to comply. Drawing from the General Deterrence Theory, Protection Motivation Theory, Theory of Planned Behaviour and Information Reinforcement, within the context of Palestine universities, this paper integrates staff awareness of Information Security Policies (ISP) countermeasures as antecedents to ``perceived'' influencing factors (perceived sanctions, perceived rewards, perceived coping appraisal, and perceived information reinforcement). The empirical study is designed to follow a quantitative research approaches, use survey as a data collection method and questionnaires as the research instruments. Partial least squares structural equation modelling is used to inspect the reliability and validity of the measurement model and hypotheses testing for the structural model. The research covers ISP awareness among staff and seeks to assert that information security is the responsibility of all academic and administrative staff from all departments. Overall, our pilot study findings seem promising, and we found strong support for our theoretical model.

Protecting critical infrastructure from cyberattacks by other nations is a matter of considerable concern. Can deterrence play a role in such protection? Can lessons from nuclear deterrence-the most elaborated and successful version of deterrence-be adapted to the cyber case? Currently, little overlap exists between the two, although that might change in the aftermath of an extensive, destructive cyberattack. The most effective way to protect the cyber-dependent infrastructure is a comprehensive defense (deterrence by denial), which was impractical in the nuclear regime. However, this approach presents challenges. Existing legal norms, particularly those related to controlling collateral damage, might provide some deterrence. Another option might be a new international agreement, but that would involve several difficult issues.

Expressing and matching the security policy of each participant accurately is the precondition to construct a secure service composition. Most schemes presently use syntactic approaches to represent and match the security policy for service composition process, which is prone to result in false negative because of lacking semantics. In this paper, a novel approach based on semantics is proposed to express and match the security policies in service composition. Through constructing a general security ontology, the definition method and matching algorithm of the semantic security policy for service composition are presented, and the matching problem of policy is translated into the subsumption reasoning problem of semantic concept. Both the theoretical analysis and experimental evaluation show that, the proposed approach can present the necessary semantic information in the representation of policy and effectively improve the accuracy of matching result, thus overcome the deficiency of the syntactic approaches, and can also simplify the definition and management of the policy at the same time, which thereby provides a more effective solution for building the secure service composition based on security policy.
