Visible to the public 5.9 GHz DSRC for Transportation

As the FCC seeks to expand use of the 5.9 GHz spectrum provided for transportation applications, are there complementary uses that exploit the unusual architecture for communication hand offs as objects travel? For example, would it be useful for commonly carried personal objects to use 5.9 GHz, for exampel with expansion of artificial intelligence among more common objects (see "Talking, Walking Objects" in the New York Times). Or would wifi, bluetooth, or other parts of the spectrum and communication architectures provide a better method for objects to connect?
