Power grid operations rely on the trustworthy operation of critical control center functionalities, including the so-called Economic Dispatch (ED) problem. The ED problem is a large-scale optimization problem that is periodically solved by the system operator to ensure the balance of supply and load while maintaining reliability constraints. In this paper, we propose a semantics-based attack generation and implementation approach to study the security of the ED problem.1 Firstly, we generate optimal attack vectors to transmission line ratings to induce maximum congestion in the critical lines, resulting in the violation of capacity limits. We formulate a bilevel optimization problem in which the attacker chooses manipulations of line capacity ratings to maximinimize the percentage line capacity violations under linear power flows. We reformulate the bilevel problem as a mixed integer linear program that can be solved efficiently. Secondly, we describe how the optimal attack vectors can be implemented in commercial energy management systems (EMSs). The attack explores the dynamic memory space of the EMS, and replaces the true line capacity ratings stored in data regions with the optimal attack vectors. In contrast to the well-known false data injection attacks to control systems that require compromising distributed sensors, our approach directly implements attacks to the control center server. Our experimental results on benchmark power systems and five widely utilized EMSs show the practical feasibility of our attack generation and implementation approach.

In the 21st century, each country must make decisions on how to utilize modern technologies to maximize benefits and minimize repercussions. For example, the United States Department of Defense (DoD) needs to be able to share information efficiently with its allies while simultaneously preventing unwarranted access or attacks. These attacks pose a threat to the national security of the United States, but proper use of the cyberspace provides countless benefits. The aim of this paper is to explore Identity and Access Management (IdAM) technologies that the Department of Defense can use in joint operations with allies that will allow efficient information-sharing and enhance security. To this end, we have created a methodology and a model for evaluating Identity and Access Management technologies that the Department of Defense can use in joint operations with other nations, with a specific focus on Japan and Australia. To evaluate these systems, we employed an approach that incorporates Political, Operational, Economic and Technical (POET) factors. Governance protocols, technological solutions, and political factors were first thoroughly reviewed and then used to construct an evaluation model to formally assess Identity and Access Management alternatives. This model provides systematic guidance on how the Department of Defense can improve their use of Identity and Access Management systems in the future.

Compared to other remote attestation methods, the binary-based approach is the most direct and complete one, but privacy protection has become an important problem. In this paper, we presented an Extended Hash Algorithm (EHA) for privacy protection based on remote attestation method. Based on the traditional Merkle Hash Tree, EHA altered the algorithm of node connection. The new algorithm could ensure the same result in any measure order. The security key is added when the node connection calculation is performed, which ensures the security of the value calculated by the Merkle node. By the final analysis, we can see that the remote attestation using EHA has better privacy protection and execution performance compared to other methods.

The inherent heterogeneity in the uncertainty of variable generations (e.g., wind, solar, tidal and wave-power) in electric grid coupled with the dynamic nature of distributed architecture of sub-systems, and the need for information synchronization has made the problem of resource allocation and monitoring a tremendous challenge for the next-generation smart grid. Unfortunately, the deployment of distributed algorithms across micro grids have been overlooked in the electric grid sector. In particular, centralized methods for managing resources and data may not be sufficient to monitor a complex electric grid. This paper discusses a decentralized constrained decomposition using Linear Programming (LP) that optimizes the inter-area transfer across micro grids that reduces total generation cost for the grid. A test grid of IEEE 14-bus system is sectioned into two and three areas, and its effect on inter-transfer is analyzed.

This publication presents some techniques for insider threats and cryptographic protocols in secure processes. Those processes are dedicated to the information management of strategic data splitting. Strategic data splitting is dedicated to enterprise management processes as well as methods of securely storing and managing this type of data. Because usually strategic data are not enough secure and resistant for unauthorized leakage, we propose a new protocol that allows to protect data in different management structures. The presented data splitting techniques will concern cryptographic information splitting algorithms, as well as data sharing algorithms making use of cognitive data analysis techniques. The insider threats techniques will concern data reconstruction methods and cognitive data analysis techniques. Systems for the semantic analysis and secure information management will be used to conceal strategic information about the condition of the enterprise. Using the new approach, which is based on cognitive systems allow to guarantee the secure features and make the management processes more efficient.

Our goal is to obtain information about how Colombian companies and organizations give (or not) relevance to security; and how the final user could be affected.

Security breaches and attacks are becoming a more critical and, simultaneously, a challenging problems for many firms in networked supply chains. A game theory-based model is developed to investigate how interdependent feature of information security risk influence the optimal strategy of firms to invest in information security. The equilibrium levels of information security investment under non-cooperative game condition are compared with socially optimal solutions. The results show that the infectious risks often induce firms to invest inefficiently whereas trust risks lead to overinvest in information security. We also find that firm's investment may not necessarily monotonous changes with infectious risks and trust risks in a centralized case. Furthermore, relative to the socially efficient level, firms facing infectious risks may invest excessively depending on whether trust risks is large enough.

Governments needs reliable data on crime in order to both devise adequate policies, and allocate the correct revenues so that the measures are cost-effective, i.e., The money spent in prevention, detection, and handling of security incidents is balanced with a decrease in losses from offences. The analysis of the actual scenario of government actions in cyber security shows that the availability of multiple contrasting figures on the impact of cyber-attacks is holding back the adoption of policies for cyber space as their cost-effectiveness cannot be clearly assessed. The most relevant literature on the topic is reviewed to highlight the research gaps and to determine the related future research issues that need addressing to provide a solid ground for future legislative and regulatory actions at national and international levels.

Security threats are irregular, sometimes very sophisticated, and difficult to measure in an economic sense. Much published data about them comes from either anecdotes or surveys and is often either not quantified or not quantified in a way that's comparable across organizations. It's hard even to separate the increase in actual danger from year to year from the increase in the perception of danger from year to year. Staffing to meet these threats is still more a matter of judgment than science, and in particular, optimizing staff allocation will likely leave your organization vulnerable at the worst times.

Face-to-face negotiations always benefit if the interacting individuals trust each other. But trust is also important in online interactions, even for humans interacting with a computational agent. In this article, the authors describe a behavioral experiment to determine whether, by volunteering information that it need not disclose, a software agent in a multi-issue negotiation can alleviate mistrust in human counterparts who differ in their propensities to mistrust others. Results indicated that when cynical, mistrusting humans negotiated with an agent that proactively communicated its issue priority and invited reciprocation, there were significantly more agreements and better utilities than when the agent didn't volunteer such information. Furthermore, when the agent volunteered its issue priority, the outcomes for mistrusting individuals were as good as those for trusting individuals, for whom the volunteering of issue priority conferred no advantage. These findings provide insights for designing more effective, socially intelligent agents in online negotiation settings.

In the early days of the web, content was designed and hosted by a single person, group, or organization. No longer. Webpages are increasingly composed of content from myriad unrelated "third-party" websites in the business of advertising, analytics, social networking, and more. Third-party services have tremendous value: they support free content and facilitate web innovation. But third-party services come at a privacy cost: researchers, civil society organizations, and policymakers have increasingly called attention to how third parties can track a user's browsing activities across websites. This paper surveys the current policy debate surrounding third-party web tracking and explains the relevant technology. It also presents the FourthParty web measurement platform and studies we have conducted with it. Our aim is to inform researchers with essential background and tools for contributing to public understanding and policy debates about web tracking.
