Recent years have witnessed a flourish of hands-on cybersecurity labs and competitions. The information technology (IT) education community has recognized their significant role in boosting students' interest in security and enhancing their security knowledge and skills. Compared to the focus on individual based education materials, much less attention has been paid to the development of tools and materials suitable for team-based security practices, which, however, prevail in real-world environments. One major bottleneck is lack of suitable platforms for this type of practices in IT education community. In this paper, we propose a low-cost, team-oriented cybersecurity practice platform called Platoon. The Platoon platform allows for quickly and automatically creating one or more virtual networks that mimic real-world corporate networks using a regular computer. The virtual environment created by Platoon is suitable for both cybersecurity labs, competitions, and projects. The performance data and user feedback collected from our cyber-defense exercises indicate that Platoon is practical and useful for enhancing students' security learning outcomes.

The demand for trained cybersecurity operators is growing more quickly than traditional programs in higher education can fill. At the same time, unemployment for returning military veterans has become a nationally discussed problem. We describe the design and launch of New Skills for a New Fight (NSNF), an intensive, one-year program to train military veterans for the cybersecurity field. This non-traditional program, which leverages experience that veterans gained in military service, includes recruitment and selection, a base of knowledge in the form of four university courses in a simultaneous cohort mode, a period of hands-on cybersecurity training, industry certifications and a practical internship in a Security Operations Center (SOC). Twenty veterans entered this pilot program in January of 2016, and will complete in less than a year's time. Initially funded by a global financial services company, the program provides veterans with an expense-free preparation for an entry-level cybersecurity job.

This panel will discuss and debate what role(s) the information technology discipline should have in cybersecurity. Diverse viewpoints will be considered including current and potential ACM curricular recommendations, current and potential ABET and NSA accreditation criteria, the emerging cybersecurity discipline(s), consideration of government frameworks, the need for a multi-disciplinary approach to cybersecurity, and what aspects of cybersecurity should be under information technology's purview.

This paper outlines a set of 10 cyber security concerns associated with Industrial Control Systems (ICS). The concerns address software and hardware development, implementation, and maintenance practices, supply chain assurance, the need for cyber forensics in ICS, a lack of awareness and training, and finally, a need for test beds which can be used to address the first 9 cited concerns. The concerns documented in this paper were developed based on the authors' combined experience conducting research in this field for the US Department of Homeland Security, the National Science Foundation, and the Department of Defense. The second half of this paper documents a virtual test bed platform which is offered as a tool to address the concerns listed in the first half of the paper. The paper discusses various types of test beds proposed in literature for ICS research, provides an overview of the virtual test bed platform developed by the authors, and lists future works required to extend the existing test beds to serve as a development platform.

Cyber ranges are well-defined controlled virtual environments used in cybersecurity training as an efficient way for trainees to gain practical knowledge through hands-on activities. However, creating an environment that contains all the necessary features and settings, such as virtual machines, network topology and security-related content, is not an easy task, especially for a large number of participants. Therefore, we propose CyRIS (Cyber Range Instantiation System) as a solution towards this problem. CyRIS provides a mechanism to automatically prepare and manage cyber ranges for cybersecurity education and training based on specifications defined by the instructors. In this paper, we first describe the design and implementation of CyRIS, as well as its utilization. We then present an evaluation of CyRIS in terms of feature coverage compared to the Technical Guide to Information Security Testing and Assessment of the U.S National Institute of Standards and Technology, and in terms of functionality compared to other similar tools. We also discuss the execution performance of CyRIS for several representative scenarios.

This paper presents a multi-year undergraduate computing capstone project that holistically contributes to the development of cybersecurity knowledge and skills in non-computing high school and college students. We describe the student-built Vulnerable Web Server application, which is a system that packages instructional materials and pre-built virtual machines to provide lessons on cybersecurity to non-technical students. The Vulnerable Web Server learning materials have been piloted at several high schools and are now integrated into multiple security lessons in an intermediate, general education information technology course at the United States Military Academy. Our paper interweaves a description of the Vulnerable Web Server materials with the senior capstone design process that allowed it to be built by undergraduate information technology and computer science students, resulting in a valuable capstone learning experience. Throughout the paper, a call is made for greater emphasis on educating the non-technical user.

This paper presents a supervisory control and data acquisition (SCADA) testbed recently built at the University of New Orleans. The testbed consists of models of three industrial physical processes: a gas pipeline, a power transmission and distribution system, and a wastewater treatment plant–these systems are fully-functional and implemented at small-scale. It utilizes real-world industrial equipment such as transformers, programmable logic controllers (PLC), aerators, etc., bringing it closer to modeling real-world SCADA systems. Sensors, actuators, and PLCs are deployed at each physical process system for local control and monitoring, and the PLCs are also connected to a computer running human-machine interface (HMI) software for monitoring the status of the physical processes. The testbed is a useful resource for cybersecurity research, forensic research, and education on different aspects of SCADA systems such as PLC programming, protocol analysis, and demonstration of cyber attacks.

The Physical Web is a project announced by Google's Chrome team that essentially provides a framework to discover "smart" physical objects (e.g. vending machines, classroom, conference room, cafeteria etc.) and interact with specific, contextual content without having to resort to downloading a specific app. A common app such as the open source and freely available Physical Web app on the Google Play Store or the BKON Browser on the Apple App Store, can access nearby beacons. A current work-in-progress at the University of Maui College is developing a campus-wide prototype of beacon technology using Eddystone-URL and EID protocol from various beacon vendors.

With the continuous growth of cyberinfrastructure throughout modern society, the need for secure computing and communication is more important than ever before. As a result, there is also an increasing need for entry-level developers who are capable of designing and building practical solutions for systems with stringent security requirements. This calls for careful attention to algorithm choice and implementation method, as well as trade-offs between hardware and software implementations. This article describes motivation and efforts taken by three departments at Rochester Institute of Technology (Computer Engineering, Computer Science, and Software Engineering) that were focused on creating a multidisciplinary course that integrates the algorithmic, engineering, and practical aspects of security as exemplified by applied cryptography. In particular, the article presents the structure of this new course, topics covered, lab tools and results from the first two spring quarter offerings in 2011 and 2012.

Homeland Security (HS) is a growing field of study in the U.S. today, generally covering risk management, terrorism studies, policy development, and other topics related to the broad field. Information security threats to both the public and private sectors are growing in intensity, frequency, and severity, and are a very real threat to the security of the nation. While there are many models for information security education at all levels of higher education, these programs are invariably offered as a technical course of study, these curricula are generally not well suited to HS students. As a result, information systems and cyber security principles are under represented in the typical HS program. The authors propose a course of study in cyber security designed to capitalize on the intellectual strengths of students in this discipline and that are consistent with the broad suite of professional needs in this discipline.
