Humans are majorly identified as the weakest link in cybersecurity. Tertiary institution students undergo lot of cybersecurity issues due to their constant Internet exposure, however there is a lack in literature with regards to tertiary institution students' cybersecurity behaviors. This research aimed at linking the factors responsible for tertiary institutions students' cybersecurity behavior, via validated cybersecurity factors, Perceived Vulnerability (PV); Perceived Barriers (PBr); Perceived Severity (PS); Security Self-Efficacy (SSE); Response Efficacy (RE); Cues to Action (CA); Peer Behavior (PBhv); Computer Skills (CS); Internet Skills (IS); Prior Experience with Computer Security Practices (PE); Perceived Benefits (PBnf); Familiarity with Cyber-Threats (FCT), thus exploring the relationship between the factors and the students' Cybersecurity Behaviors (CSB). A cross-sectional online survey was used to gather data from 450 undergraduate and postgraduate students from tertiary institutions within Klang Valley, Malaysia. Correlation Analysis was used to find the relationships existing among the cybersecurity behavioral factors via SPSS version 25. Results indicate that all factors were significantly related to the cybersecurity behaviors of the students apart from Perceived Severity. Practically, the study instigates the need for more cybersecurity training and practices in the tertiary institutions.

Electronic voting systems have enhanced efficiency in student elections management in universities, supporting such elections to become less expensive, logistically simple, with higher accuracy levels as compared to manually conducted elections. However, e-voting systems that are confined to campus hall voting inhibits access to eligible voters who are away from campus. This study examined the challenges of lack of wide access and impersonation of voter in the student elections of 2018 in Kabarak University. The main objective of this study was therefore to upgrade the offline electronic voting system through developing a secure online voting system and deploying the system for use in the 2019 student elections at Kabarak University. The resultant system and development process employed demonstrate the applicability of a secure online voting not only in the higher education context, but also in other democracies where infusion of online access and authentication in the voting processes is a requisite.

These days the digitization process is everywhere, spreading also across central governments and local authorities. It is hoped that, using open government data for scientific research purposes, the public good and social justice might be enhanced. Taking into account the European General Data Protection Regulation recently adopted, the big challenge in Portugal and other European countries, is how to provide the right balance between personal data privacy and data value for research. This work presents a sensitivity study of data anonymization procedure applied to a real open government data available from the Brazilian higher education evaluation system. The ARX k-anonymization algorithm, with and without generalization of some research value variables, was performed. The analysis of the amount of data / information lost and the risk of re-identification suggest that the anonymization process may lead to the under-representation of minorities and sociodemographic disadvantaged groups. It will enable scientists to improve the balance among risk, data usability, and contributions for the public good policies and practices.

This innovative practice paper considers the heightening awareness of the need for cybersecurity programs in light of several well publicized cyber-attacks in recent years. An examination of the academic job market reveals that a significant number of institutions are looking to hire new faculty in the area of cybersecurity. Additionally, a growing number of universities are starting to offer courses, certifications and degrees in cybersecurity. Other recent activity includes the development of a model cybersecurity curriculum and the creation of a program accreditation criteria for cybersecurity through ABET. This sudden and significant growth in demand for cybersecurity expertise has some similarities to the significant demand for networking faculty that Computer Science programs experienced in the late 1980s as a result of the rise of the Internet. This paper examines the resources necessary to respond to the demand for cybersecurity courses and programs and draws some parallels and distinctions to the demand for networking faculty over 25 years ago. Faculty and administration are faced with a plethora of questions to answer as they approach this problem: What degree and courses to offer, what certifications to consider, which curriculum to incorporate and how to deliver the material (online, faceto-face, or something in-between)? However, the most pressing question in today's fiscal climate in higher education is: what resources will it take to deliver a cybersecurity program?

This Work-In-Progress Paper for the Innovative Practice Category presents a novel experiment in active learning of cybersecurity. We introduced a new workshop on hacking for an existing science-popularizing program at our university. The workshop participants, 28 teenagers, played a cybersecurity game designed for training undergraduates and professionals in penetration testing. Unlike in learning environments that are simplified for young learners, the game features a realistic virtual network infrastructure. This allows exploring security tools in an authentic scenario, which is complemented by a background story. Our research aim is to examine how young players approach using cybersecurity tools by interacting with the professional game. A preliminary analysis of the game session showed several challenges that the workshop participants faced. Nevertheless, they reported learning about security tools and exploits, and 61% of them reported wanting to learn more about cybersecurity after the workshop. Our results support the notion that young learners should be allowed more hands-on experience with security topics, both in formal education and informal extracurricular events.

IT technology is a vital part of our everyday life and society. Additionally, as it is present in strategic domains like the military, healthcare or critical infrastructure, the aspect of protection, i.e. cybersecurity is of utmost importance. In recent years, the demand for cybersecurity experts is exponentially rising. Additionally, the field of cybersecurity is very much interdisciplinary and therefore requires a broad set of skills. Renowned organisations as ACM or IEEE have recognized the importance of cybersecurity experts and proposed guidelines for higher education training of such professionals. This paper presents an overview of a cybersecurity education model from the Information Systems and Information Technology perspective together with a good example and experience of the University of Maribor. The presented education model is shaped according to the guidelines by the Joint Task Force on Cybersecurity Education and the expectations of the Slovene industry regarding the knowledge and skills their future employees should possess.

In this paper, we propose a cybersecurity exercise system in a virtual computer environment. The human resource development for security fields is an urgent issue because of the threat of cyber-attacks, recently, is increasing, many incidents occurring, but there is a not enough security personnel to respond. Some universities and companies are conducting education using a commercial training system on the market. However, built and operates the training system is expensive, therefore difficult to use in higher education institutions and SMEs. However, to build and operates, the training system needs high cost, thus difficult to use in higher education institutions and SMEs. For this reason, we developed the CyExec: a cybersecurity exercise system consisting of a virtual computer environment using VirtualBox and Docker. We also implemented the WebGoat that is an OSS vulnerability diagnosis and learning program on the CyExec and developed an attack and defense exercise program.

This study was conducted in order to assess the E-security behavior of students in a large higher educational institutions in the United Arab Emirates (UAE). Specifically, it sought to determine the current state of students' E-security behavior in the aspects of malware, password usage, data handling, phishing, social engineering, and online scam. An E- Security Behavior Survey Instrument (EBSI) was used to determine the status of security behavior of the participants in doing their computing activities. To complement the survey tool, focus group discussions were conducted to elicit specific experiences and insights of the participants relative to E-security. The results of the study shows that the overall E-security behavior among students in higher education in the United Arab Emirates (UAE) is moderately favorable. Specifically, the investigation reveals that the students favorably behave when it comes to phishing, social engineering, and online scam. However, they uncertainly behave on malware issues, password usage, and data handling.

Conversational agents assist traditional teaching-learning instruments in proposing new designs for knowledge creation and learning analysis, across organizational environments. Means of building common educative background in both industry and academic fields become of interest for ensuring educational effectiveness and consistency. Such a context requires transferable practices and becomes the basis for the Agile adoption into Higher Education, at both curriculum and operational levels. The current work proposes a model for delivering Agile Scrum training through an assistive web-based conversational service, where analytics are collected to provide an overview on learners' knowledge path. Besides its specific applicability into Software Engineering (SE) industry, the model is to assist the academic SE curriculum. A user-acceptance test has been carried out among 200 undergraduate students and patterns of interaction have been depicted for 2 conversational strategies.

eAssessment uses technology to support online evaluation of students' knowledge and skills. However, challenging problems must be addressed such as trustworthiness among students and teachers in blended and online settings. The TeSLA system proposes an innovative solution to guarantee correct authentication of students and to prove the authorship of their assessment tasks. Technologically, the system is based on the integration of five instruments: face recognition, voice recognition, keystroke dynamics, forensic analysis, and plagiarism. The paper aims to analyze and compare the results achieved after the second pilot performed in an online and a blended university revealing the realization of trust-driven solutions for eAssessment.

Information security policies are not easy to create unless organizations explicitly recognize the various steps required in the development process of an information security policy, especially in institutions of higher education that use enormous amounts of IT. An improper development process or a copied security policy content from another organization might also fail to execute an effective job. The execution could be aimed at addressing an issue such as the non-compliance to applicable rules and regulations even if the replicated policy is properly developed, referenced, cited in laws or regulations and interpreted correctly. A generic framework was proposed to improve and establish the development process of security policies in institutions of higher education. The content analysis and cross-case analysis methods were used in this study in order to gain a thorough understanding of the information security policy development process in institutions of higher education.

Homeland Security (HS) is a growing field of study in the U.S. today, generally covering risk management, terrorism studies, policy development, and other topics related to the broad field. Information security threats to both the public and private sectors are growing in intensity, frequency, and severity, and are a very real threat to the security of the nation. While there are many models for information security education at all levels of higher education, these programs are invariably offered as a technical course of study, these curricula are generally not well suited to HS students. As a result, information systems and cyber security principles are under represented in the typical HS program. The authors propose a course of study in cyber security designed to capitalize on the intellectual strengths of students in this discipline and that are consistent with the broad suite of professional needs in this discipline.

Educational software systems have an increasingly significant presence in engineering sciences. They aim to improve students' attitudes and knowledge acquisition typically through visual representation and simulation of complex algorithms and mechanisms or hardware systems that are often not available to the educational institutions. This paper presents a novel software system for CryptOgraphic ALgorithm visuAl representation (COALA), which was developed to support a Data Security course at the School of Electrical Engineering, University of Belgrade. The system allows users to follow the execution of several complex algorithms (DES, AES, RSA, and Diffie-Hellman) on real world examples in a step by step detailed view with the possibility of forward and backward navigation. Benefits of the COALA system for students are observed through the increase of the percentage of students who passed the exam and the average grade on the exams during one school year.
